How to analyze a problem right?

A zoo kangaroo excited because there's one loose from his cage. Zoo officials managed to catch the kangaroo and return to his cage. Realizing kangaroo can not jump, finally authorized officer adds that the previous high fence 1 meter to 2 meters. The next day was still able to exit the kangaroo enclosure. Zoo officials are not desperate, they win and return it to the kangaroo enclosure and adding 1 meter high fence again to reach 3 meters. The next day kangaroo can still walk outside and make a scene. This time, zoo officials to add a fence up to 5 meters. The next day a kangaroo was out of the cage. Once again, officials increased the height of the fence. Koala which was in addition asked the kangaroo enclosure that looks relaxed attention to zoo officials do renovations fence every day. "Just how high you can jump," said koalas. "This is actually a secret, but the fact is I do not care how high the fence they create. As long as they forgot to lock the back door of the cage, so every night I'll be able to hold out the cage!"
Humor and wisdom One of analyzing the problem, that's what happened at the zoo officials. They think out of the cage with a kangaroo jump the fence so that they add and add more high fence. And kangaroos every night out the back door which was locked forget.

One analysis of the problem will result in swelling of unnecessary costs. It also does not solve the problem. Therefore we must be careful in analyzing a problem because often the wrong analysis, can be fatal risk. For example, corruption, many consider corruption as a small salary. Apparently when the salary is enlarged it will not corrupt small-time again. Apparently the problem lies in the faith, professionalism, dedication and law enforcement. So the salary budget had swelled but did not finish the problem of corruption.

And there are many other examples, you can add an example. Have you ever experienced it? There are other examples
